Windows 7 Taskbar keeps locking up

Specs: Windows 7
I can't click any of the programs running on my taskbar, granted I can alt-tab to the programs but it's really annoying. When I restart I can click on my task bar for a short amount of time. Any idea what's locking it up and how I can make it stop?

You have two possible issues here, one is that there is some error in Windows and the other is some type of an infection (possibly causing an error in windows)
First try a system restore to a date before you began having problems. If that does not help, try a date at least a week before that one. If that still does not help, download and run Malwarebytes (free version) to see if something got past your antivirus program.
Report back results, what you tried, information on any recent changes to hardware or software recently, and anything you can think of that might be related.

To add to the above comments, is there a particular shortcut that causes this problem, or do any of them cause it?

After that happens is the system slower overall?

How long do you wait for the program you selected to open?
