Windows 7 Taking Forever to Load Programs

Dell / Inspiron 9100...

Specs: Windows XP, 3.192 GHz / 1023 MB
Ok here is my problem. My laptop takes forever to load programs. About 12 seconds for google chrome and 5-7 for other things. Ive gone to so many speed up guides and they have sped up the computer but not its loading times. Here is what ive done so far.
Ccleaner registry and temps and startup items
Avast anti virus scan
Malwarebytes scan
Defraggler defragmentation
(should I defragment my registry? If so what program should I use)
Turned off all visual theme’s so now my computer looks like windows 98!
Disabled all extra things that could slow it down
Ran disk error check

Nothing seems to work please help!

If you can't play youtube (320p) on newer computers, then you know you got ripped off

If it did work correctly at one time, then I'd say you ought to reload the OS from OEM media.

Then if it fails, you would have to look at things like temps, fans, power supply, bios settings and possible hard drive issues.

Did you check that memory reports as the correct amount?

yah its saying it has the full amount, so i dont know whats wrong with it
