windows 7 resize and drag pages

Specs: Windows 7 home pro
Ugh, I just started with Win 7 yesterday and it's SO frustrating. I normally work with at least 2 open screens and in Vista or Xp it worked great. Just resize and slide the pages to different areas. But with Win 7, as soon as I let go of the page after moving it, it expands back to full size.

Its a feature of windows 7 but it can be stopped.
click start and type gpedit.msc in the search box
Navigate to User Configuration, Administrative Templates, and then Start Menu and Taskbar in the left column
double click Remove drag-and-drop and context menus on the Start Menu on the Advanced menu in the Settings section of the Group Policy editor
enable then ok to confirm and save the changes

Ok, I tried that, but entering gpedit.msc in the start-search box doesn't bring up anything.
