Windows 7 Programs not working & external HDD not opening.

Specs: Windows 7, 8GB
So I had been away for 2 weeks in Turkey, came back and my PC was fine, then went away to Japan for 2 weeks and came back and the PC was playing up.
I turned on my PC and logged in (I'm password protected so that my mother doesn't use the PC)
all the desktop icons were white and nothing was loading, eventually after a bit of googling I found something where you delete something to do with the icons and they refresh or something, Skype would work but it would lag out / freeze, if I were in a call I could not end it, or sometimes not join calls.
another thing that was happening was my external hard drive would not load, I thought the PC was fine last night but I've turned it on again this morning to find that the icons were white, Skype keeps freezing, and my external won't open

If you have Windows System Restore enabled you may be able to restore the system to a date before the problems began. Your personal files should not be affected by that operation.

Open Task Manager and check if there is a process with high CPU use. Do you recognize the process? Virus scanner or something you recently installed?
