windows 7 needs permission from system?

Specs: Windows 7
installed programme in the wrong folder and was unable to unnistall it, proceeded to delete it manually before being able to uninstall it, this then wrecked the rest of my computer, did a system restore and now certain programmes are able to run but others will not start when clicked and i cannot redownload them because i need to be an administrator to download them now, moreover i am not able to uninstall any programmes because apparently they do not exist

Try a system restore again, try maybe a slightly older date (see: show more restore dates), especially good would be a restore before that program was installed. Try it in safe mode. Try reinstalling the program and then properly uninstall it. Get admin to straighten it out for you. To do a Windows Repair (if needed) you will need the Admin.
NEVER delete parts of a program, unless it is left behind AFTER you uninstall the program, it creates all sorts of problems. Usually these are related to the program itself, but depending on the connections to other systems, it can cause other problems also. You will also leave behind any registry references which can be a problem down the road.

You have to be a little bit crazy to keep you from going insane.
