Possible reasons:

(1) System hard drive free space is getting too low (needs to be 5GB minimum at all times).

(2) Data on the system hard drive is heavily fragmented. Run the Disk Defragmenter:
Start > All Programs > Accessories > System Tools > Disk Defragmenter

You may have to disable antivirus while defrag is running (remember to re-enable it afterwards) and don't do anything else on your PC while defrag is running, otherwise defrag will just keep restarting.

Please note that if your problem is caused by (1) above (free space too low), defrag may not be able to run until you make more free space on the drive.

You didn't list your system specs so we have no idea what hardware you're running. Did your computer originally have Win7 or did you upgrade from XP or Vista? The minimum RAM amount for WIn7 32-bit is 1GB, for Win7 64-bit it's 2GB. For decent performance, you should have at least double the minimum. Another possibility is your CPU is overheationg & throttling, or your system may be infected with malware. IMO, Symantec is a poor choice for anti-virus. Please post your complete system specs.

Could also be too many background programs running or a virus.
