I should have given more information. I have spent over an hour on the phone with HP. Eventually they gave up as it was a software problem. I then spent over two hours with Microsoft. They even 'took over' my PC and uninstalled many of my favorite programs, and restored to various dates.Eventually they gave up and escalated the problem to a research team. The rest of my desktop is working well. I even have Firefox and Chrome, which are working properly. I am waiting for their response but would love to solve the problem with the aid of forum members.

This sounds like one of those times when a full factory restore from the recovery partition would save you a lot of time and trouble. Even considering the time spent backing up, reinstalling updates, reinstalling programs, reinstalling IE9, and restoring your data, you would have been done in under 2 hours. I assume they did an uninstall/reinitialize IE8/reinstall of IE9, system restore, system repair from repair disk or recovery partition, and more, so that would be what I would consider the next step.

You have to be a little bit crazy to keep you from going insane.

I tend to agree. However Microsoft is coming back to me on Monday. I will wait for that and see what they propose. Moreover since I don't really need Internet Explorer my other option is to do nothing at all.
