Specs: Windows 7, Dell Vostros 4 G ram
Internet explorer seems to open normally but when I start selecting a webpage to open it hangs up before I can finish typing in a site name and then takes a mninute or more to come back so that I can finish accessing the site. If I open a site from my desk top, it does the same thing. The site opens but hen hangs up for a minute or so before I can again access it.

Tools>Internet Options>Delete and select to delete nearly everything. Then click OK. You need to periodically empty the cookies, temporary internet files, history, etc. of the browser gets bogged down. After that, it will help if you set it to keep history only for a day or two and delete cookies when the browser is closed, though it will still need periodic cleaning.
If you are still experiencing slowness, scan with Malwarebytes (free version) to pick up on things (assorted infections) your antivirus program may have missed.

You have to be a little bit crazy to keep you from going insane.
