The most likely cause (especially on Win7) is having one or more incompatible or malfunctioning third-party device drivers installed.

It's a trial-and-error process using Safe Mode. Uninstall one third-party driver at a time and restart. Keep doing that until Windows starts normally without BSOD. The last driver you uninstalled will be the one that caused the problem, so re-install all drivers except that one.

For the device that is now missing it's driver (because you haven't re-installed it) you may be able to get a newer driver from that device manufacturer's website.

I don't think that is the issue because i just re installed the OS and nothing else and I was still having the issue

then i thought maybe beacuse the HP drivers where not installed that i was having issue so i went to HP support website and installed the proper drivers for the chip set and other drives.

do u have any windows 7 bootable disk ? any repair disk ?
if so perform a repair installation of the OS and reinstall everysingle drive.
the pc is booting into safe mode.
in safe mode some drivers are not running one of which the graphics driver. so do a repair install and reinstall all of ur drivers
