Windows 7 has failed to start properly error

Specs: Windows 7
I've turned on my dell laptop and it's come up with a screen saying something like 'windows has failed to start properly' along with some other stuff. There are are two options on this screen. Either start some diagnostic mode which it says is recommended. When I click on this option a blue screen eventually comes up then nothing else happens. The other option is to start windows normally. When I click on this option windows starts to load then it just comes back to the original screen. What do I do? I still have the windows 7 reinstallation CD so do I just reinstall windows 7 or do I do something else?

First, how new is this computer? If this is a computer still under warranty, take it back and get them to get it working for you.
If not under warranty:
Have you made any major changes recently to: Hardware? Software? Windows Update? AntiVirus Program? BIOS settings?
Did this laptop come with Windows 7? If not, what did it come with and was it an upgrade or clean install? How long ago?
Have you been having any problems you were ignoring or 'living with'?
Did this 'just suddenly happen', or was there anything leading up to it?
Can you access your BIOS settings?
Also list spec's/model number.

You have to be a little bit crazy to keep you from going insane.
If all else fails, read instructions.
