have you downloaded the newest drivers for the modem?
try uninstalling the modem from device manager, check the box delete drivers, then unplug the modem connect too the internet via another method and plug in the modem again.
it will automatically search for and install the best drivers, also check that you do not have more then one controller trying to control the modem, it would be better to check the site/forum for the modem you have bought for any known issues.

but cant help myself....

type dev in the runbox, open device manager, find your wifi adapter, right click on the wifi adapter and choose uninstall, check the box delete drivers.
connect to the internet by cable or whatever connections you have, pull the wifi adapter and then plug it in another usb port. that should work
