Windows 7 firewall/security rule setup

Specs: Windows 7, Dual-Core/2GB
i have a broadband and 5 people share it via switch.
i want to restrict people to use torrents by setting up a rule...

1.Set download limit to [say 5GB/ip]
2.Beyond 5GB usage block [torrent downloads in any torrent downloader apps, block video streamings etc] others should work fine.

Need a solution[steps] to do this in Windows 7 Ultimate.
using any softwares to do this a secondary choice,
provide information to do it manually using Windows 7 ultimate security systems.

A program in Windows cannot do this. All traffic goes through the switch and then through your router bypassing your windows 7 computer entirely so computer software is not the answer. Check your router's manual to see if it can accomplish what you want (a router with a firewall is absolutely needed with a high speed connection). This of course depends on your router and it's software. I do not know for sure if any or most can do this or if it may be only possible for commercial grade routers (if even then).

You have to be a little bit crazy to keep you from going insane.
