I checked the task manager keeps displaying this process, that appears and reappears constantly. only when the blinking or what have you happens. Installing Process Explorer from Microsoft will help you identify what is actually running behind the generic name and like Task Manager, will allow you to stop processes.
I would also recommend update and run your Antivirus program on it's most detailed settings, but after it is completed, run Malwarebytes (free version) to help make sure that you are clean of all types of nasties.
If that does not help, run System Restore to a date before you began having this problem.

You have to be a little bit crazy to keep you from going insane.
If all else fails, read instructions.
