1- Was win7 origionally on the PC or is it an upgrade?
2- Did you download the latest sound drivers?
3- Do you have enough ram for windows 7?
4- Do you know what the name and model of your PC is?

i presume you did a win 7 advisor check before the 7 install at 64bits?
64Bits is hard to find drivers for at the best of times.

I did not run any advisory, Vista home premium 64-bit was originally pre-installed (i did not upgrade, i reinstalled completely win 7), and short sounds (2 seconds) are played correctly, problem occurs mostly with longer samples (15 seconds)
