Specs: Windows 7, AMD Athlon 64 3800+ / 4 gigs DDR RAM
My CPU is at 100% and will not go down. I looked at the task manager and nothing seems to be out of the ordinary. I just installed windows 7 on my pc a few days ago and was running great, the usage was around 20-50% depending on what i had open. Please Help i cant figure out what is wrong.

Install Process Explorer from MS, it will show you more information.
Scan with Malwarebytes to look for an infection that slipped past your antivirus program.

You have to be a little bit crazy to keep you from going insane.

Other questions and thoughts:
Did you install Windows 7 drivers?
Was this a clean install or an upgrade install? From what OS?
What antivirus program?
Have you tried running Malwarebytes? Try it, you may have picked something up.
Use msconfig Start Tab and uncheck all except MS and antivirus, apply and restart machine.

You have to be a little bit crazy to keep you from going insane.
