Windows 7 control panel icons are not working

Specs: Windows 7, 2GB
my control panel icons are not working and i want to remove a program but when i double click add/remove, it is unresponsive. my internet explorer 9 icon is also unresponsive. and i have windows 7, so can you guys help me to solve this problem?

Are you looking in > Programs and Features, IE9 is not listed in mine.

Hi sabrinavanessa,
I don't understand from where you are finding Add/Remove Programs icon in Control Panel of Windows 7 !
It doesn't exist in W7.
In W7, in Control Panel, you have Programs and Features, and you can uninstall programs from there by highlighting the program and then clicking Uninstall at the top bar.
