I assume it is a bug since it is the only annoying thing about Windows 7 IMO. If I have a file and a directory on my desktop, if I right click and copy that file, then right click on that folder and paste, it rearranges my whole desktop icons. Is there a solution to this problem?

Not a bug. It is correct.

It is ordered by a default, usually name. To change default sort order then select a different feature of the file.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

I dont think you guys understand my problem. Yes I like how Windows 7 automatically sorts a file when I add it in a list view. However on the desktop, if I try to paste a file into a folder, all of the icons on my desktop get totally rearranged even though I just pasted a file in the folder on my desktop which shouldn't have changed a thing since I am not in that folder.

Is the folder you are using called Desktop?

No. I created folders on my desktop. If I copy and paste a file into any of my desktop folders, it screws up all of the icon arrangements into totally random spots. Perhaps you can duplicate the problem by creating a folder, then right clicking on a file to copy, then mouseover the folder and right click paste and it will rearrange the whole desktop.
