windows 7 always restart after shutdown when

Specs: Windows 7
Most of the time when I shutdown the windows 7, it will restart itself again. I have already set restart on error to disable. Also at the password field on the logon screen, the cursor will move itself as if someone is typing it. Sometimes, when using the IE browser, the page just scroll itself down and stays down. I cannot scroll up with the mouse. I have to press the Pageup or Pagedown key and then it can be scroll again with the mouse.

try another mouse, just to be sure your mouse is not the problem.if its not a mouse issue.
i would save all my files and do a clean install, it sounds as if you may have a allowed access to some one using an active x access program and this sounds malicious.
if your machine is a common brand you can do a factory reset by pressing one of the F keys at boot and following the instructions, this will format the C; drive and reinstall your machine to the day you bought it.
so make sure you save all your files, and before restoring your files do a malwarebytes and anti virus scan.

Thanks princecorum, I will try. Btw, I have unplugged the mouse but still same problem. It is a laptop and is ASUS.
