Windows 7 100% CPU usage all the time

Specs: Windows 7, core 2 duo/1GB
i just did a clean install of windows 7 (by clean i mean formatting all my drives from windows 7 installation interface before installing my windows). immediately after it finishes my CPU usage spiked to 100% (i clicked show process from all users) but the process doesn't add up to 100%. what's even more confusing if i run it in safe mode everything is normal (with CPU usage hovering near 0% when idle). can anyone help?

If you are looking at the System Idle Process and see it at say 98% that is normal. Just means the CPU is 98% idle and available.

Use Process Explorer (download from MS), it will show you more clearly what is going on (since you are curious enough to look without prior reasons/problems).

You have to be a little bit crazy to keep you from going insane.
