Window has black border moves first before allowing window

Specs: Windows 7
Black border I move a window, a black border moves first. After a previous session, the tech had changed a setting. The change is now a black border moves into position. Then when I release the mouse the window moves to fill the black border.

Not sure what she did and she doesn't know how to fix it. I would like to go back and when I move the window, it follows my mouse.

It sounds like a visual effects setting.

In Control Panel, select Performance Information and Tools.

In the left panel, select Adjust visual effects. You may need
administrator status to do this. You may only need to click
on a box to tell Windows to go ahead and do it.

If it isn't already selected, select the Custom button.

2/3 of the way down the list of things you can turn on or turn
off is "Show window contents while dragging". Check it,
then click either Apply or OK.
