Could be motherboard.

The laptop has a video card

Enter BIOS and confirm if all 4gb is recognized, and if u can see memory remap in the BIOS turn it on.

The bios says 3040 mb usable, and, alas, there is no memory remap option in bios setup.
Specs:
North Bridge: nVIDIA GeForce Go 6100 (C51MV)
South Bridge: nVIDIA nForce 430 (MCP51)

Guess the problem is in chipset limitation for the amount of ram, although I didnt find the information on this...
Probably got to get rid of this junk :)

Either the graphics are stealing a portion of the system memory, or you're running the 32-bit version of Win7.

EDIT: "nVIDIA GeForce Go 6100" - graphics is using the memory. 1GB seems like a lot though. Are you sure about the graphics & model number of your laptop? From what I could find, the F3T has the GeForce Go 7600.

How much ram does the owners manual say it could use?

Yes, It has a discrete GeForce Go 7600, and a chipset (nForce 430) with integrated GeForce Go 6100 GPU.

When I scan hardware under win, scan utilities recognize 2 x 2gb ram panels, but BIOS rcognizes & tells only 3040MB usable.

Errr... the manual is long gone... :(
But i guess that's motherboard limitation, although I can not find that info to be sure...

Wow I found information on the net, that tells it should see only 2 gb RAM total... 8(
So I guess I'm lucky to have 3gb
