I dislike the default software for playing DVDs on my new laptop and the playback isn't very good - the picture... it's difficult to describe... for instance when a character is moving the picture around them goes fuzzy like when you save a picture to different file format and it loses quality and you get like a cloud of pixels surrounding it?

The picture is better in Media Player Classic but the DVDs are automatically speeding up and you get this horrible loud clicking sound instead of the right audio.

I'm not sure what to do here. I'm completely new to Win 7 and I've never experienced anything like this before.

Edit: That's not my laptop model, it added that on it's own for some reason... -__-

"when a character is moving the picture around them goes fuzzy like when you save a picture to different file format and it loses quality and you get like a cloud of pixels surrounding it? "

That's actually pretty normal. It's the result of MPEG-2 compression @ 720x480 stretched to fit a laptop display, which would be at least 1366x768 these days. Standard-def DVD just looks atrocious on my 24" desktop display.

Try MPC-HC (an improved version of Media Player Classic) and tweak the ffdshow settings till you get a better picture. The ffdshow decoder does a much better job of upscaling DVDs than the other free decoders.
