Win7 new User account creation problems

Specs: Windows 7
Hello,

I made a new user account for a friend on my computer and all the libraries data disappeared. It is still available on that user account but not on mine and the directories seem to not be recognizable. So now I deleted that account but didn't change anything.
What should I do? (Was thinking about reinstalling windows, but I'd be happy not to have to)

The items in the Libraries are personal to the user. So each user sees a different set of data here. For a new user there will be no data to see.

I know.
The problem is all MY personal data is available to that user and my Libraries directory disappeared on my account. There is no password, I can access it, but there are some more problems, such as program failures (which wasn't the case before creating that user), all my icons in the taskbar disappeared as well, I can't access several folders and so on.
My account is admin, has a password and there is no chance the other user had change anything here.

You can try a system restore to a date before you added the second account and see if that helps. If not then:
Do a search for those personal folders. Take ownership of them. Make a back up of all of your files and do a reinstall or factory restore.
It sounds like you have a compound of problems that would each have to be addressed and each would take time to diagnose and try to fix, you would save a lot of time and trouble just starting from scratch.

You have to be a little bit crazy to keep you from going insane.
