Win7 IE9 Refreshes when link is clicked?

I am running Windows 7 / IE9 in the office. Under this environment, some web applications on different websites that we use at work (anti-spam filter, railroads, etc.) seem to "refresh" whenever an action is clicked.

What I noticed is common amongst these web applications is that they are all application that updates its 'status" whenever an action is generated (such as selecting an item in a dropdown list, and the next set of dropdown list is displayed), and all this time the URL stays the same. What happens is that at different stages of processing, it will "refresh" and go back to the beginning of the application (such as the log in screen) and you had to restart again, only to have it possibly do it again sometimes down the line.

All users of Win7/IE9 in the office seem to run into this issue, for users using XP/IE8, they do not seem to run into this problem at all. The current workaround right now is using Firefox, which does not have this happen at all.

This led me to thinking that it must be browser specific issue and there may be a setting that I overlooked.

I have tried asking the web application developers and none have an answer for me at the moment. Any ideas?

They didn't confirm that the page worked in IE9. They should be able to fix it.
