If you wave the mouse over the taskbar at the bottom does it pop up?

If not try it in Safe Mode (tap F8 while booting). If it arrives then we might be able to fix it.

In the ultimate you could use System Restore but that's rather a big gun to use at this stage.

Always pop back and let us know the outcome - thanks

" --tried unplugging and turning off everything--no response--what to do?"
Unplugging, or holding down the manual Start button (about 10 seconds) until it shuts off is referred to as a forced shut down. After this, did you restart it? Is is the same thing? Try restarting in Safe Mode as above, If it comes up in safe mode with a taskbar and Start orb, then run a System Restore (not really drastic) to about a week before problems began. This System Restore will reset your system files and registry to a known working state (it will not effect your personal files). When it restarts, install and run Malwarebytes, (if necessary , do this in Safe Mode) to make sure you do not have an infection that is causing this problem. Then update your antivirus program and run that also.
Post back results.

You have to be a little bit crazy to keep you from going insane.
