win 7 user can't change ip

Specs: Windows 7 prof
I have 2 laptop with Windows 7 prof 64 bit (standalone not in domain).
I must configure one user (not administrator right) to configure tcp/ip connection.
I add user to Network configuration operators but for 1 computer it work to configure tcp/ip and for anther don't work and i don't know why .
Network access protection agent is off for both computer, User account Control is off (never notify), Local computer policy\computer configuration\administrative templates\network connections (all policy are not configurated, no ) user configuration\administrative templates\network\network connection (all policy are no-"prohibit tcp/ip advanced configuration")
I don't know configure user (network configuration operator) to configure tcp/ip connection
Please help

It is likely that because of the improved security in Windows Vista/7 that anyone that does not have administrator privileges will not be able to change TCP/IP settings.

Another way to go around this would to perhaps use a DHCP server and allow users to edit their IP with a web based interface (most modern routers incorporate this feature)

Sorry I don't have a more "direct" solution, but I am not too knowledgeable on networking in windows 7
