Solved win 7 - icons say 'open with', and don't run

Microsoft Windows xp home edition

Specs: Windows XP SP3 Home Edition
I have a relatively new laptop, about a month old, and Windows 7 has worked fine until today. Now when I click an icon, or even double click on an exe file the "open with" dialog box comes up. The only way I can run anything is by right clicking the icon or exe and choosing 'start'.

I found fixes for this but they are for XP. What must I do to correct this?
