why must i press apostrophe key twice?

Specs: Windows 7, ati hd 5470 1 gb
why must i press the apostrophe a single quote ` key twice for it to appear? after pressing it twice i get two of them (i.e ``) this applies for the keys ',",and ~ as well. restarting the computer does not help

I have the same problem with my Lenovo Thnikpad. I previously had Vista and two days ago I installed WIN 7. Now when I want an apostrophe it doesn't appear untill after I type the letter after the apostrophe in the word. If I hit the apostrophe key twice I get two of them. A similar thing happens with the ". I rang Microsoft and they told me it was a hardware problem. I rang Lenovo and they said it was a software issue and I should call Microsoft. I rang Microsoft again and insisted it was a software issue and said that forums on the net report similar problems. I insisted that they find a fix and tell me about it.

You are referring to accented keys [´`¨^~] which are supposed to be used for accent marks or diacriticals, to make "foreign", non-US, letters [é, à, ö, î, ñ]. For apostrophe use the key ' .

The basic US keyboard does not have any dead keys, but the US-International keyboard layout, available on Windows and the X Window System, places some dead keys directly on similar-looking punctuation marks.

i m also having the same issue .Compaq Presario CQ62-258TU Notebook PC.Working fine in dos,ubuntu,xp etc...Updated to latest BIOs as well.
Guys use the onscreen key board and see.Same issue.Tried with another usb keyboard.Same issue :(

Setting to US keyboard and restart will solve the problem.But I want to use it in US-International layout.

if compaq or microsoft give this a fix .I am a programmer :(
