why is my memory always at 96% full

Specs: Windows 7 Ultimate, Intel core2:2.66GH, 4GB RAM
I'm using Windows 7 ultimate on a 64bit Dell Studio (1737) Installed and recognized memory is 4GB, my hard disk has close to 100GB free space yet when I run the task manager it always shows the Physical memory at 96% with no windows open or programs running! (Lord knows what the heck runs in the background...) My PC is Utterly slow for some strange reason and it's driving me crazy.... (Hard drive is NOT fragmented, I always clear up unwanted files...) Any ideas? I would appreciate any help or suggestions! Thank you.

Open msconfig and go to start tab. Uncheck programs that start with Windows, leave MS and AV prog/processes (you can add some back later) and restart and see if that helps.
If it does not help significantly, run Malwarebytes and clean out any infections that may have slipped by your antivirus program.
Post back results.

I also have 4 GB of RAM that were full almost all the time. In my case, there was an application called "Domino" in my Windows folder. You can just delete it.
