why does windows 7 show blue screen cursor on boot?

Specs: Windows 7
When I start windows it gets to the screen with the rotating balls, then that screen goes away and a blue screen with just an arrow cursor appears. Then it just sits there. I can move the arrow cursor as much as I want. But that's it! Can anyone tell me why this is happening. Btw, I can boot into safe mode, but that doesn't help me I need to print and I have printing capabliity in safe mode. Besides, that's is not the real problem. So what is the problem and how can I fix it.

From safe mode have you tried doing a system restore to a safe point in time?

Although you have explained the problem well, I don't believe I have ever seen the problem you are describing.

One thing is certain, it happens when Windows is loading. You have access to safe mode, so hopefully the problem is entirely software related.

Yes, safe mode is not too handy for using the computer but it is a means of fixing things (such as System Restore, already given).
