why does my new VAIO laptop only charge 99%

Specs: Windows 7
My VPCEB21FXwill charge 99%. If I discharge my battery completely it will fully recharge 5 or 6 times & then go back to 99% charge even after leaving it plugged in 24 hours. It is a new computer
purchased from London Drugs in August 2010. I purchased extended warranty. When I talked to the technician he said to just run the battery down & it should be okay. How frequently do I have to do this.

Laptop batteries should be allowed to run down regularly if you want to get the most use out of them. If you occasionally charge it before it runs down because you need it a lot that day, then do it, but most of the time let it run down whenever you can. If you are working at your desk then let the battery run down while you are working and only plug it in when it gets low, then leave it plugged in until morning. Nickel Cadmium (NiCad) are notorious for their tendency to retain a 'memory' where if you only use say 60% of your capacity, it becomes difficult to use the remaining percentage later if/when you need it. Nickel Metal Hydride and Lithium batteries are better at this, but it is still best for your battery life and usability if you routinely run down below 10% remaining.

You have to be a little bit crazy to keep you from going insane.
If all else fails, read instructions.
