Why does my monitor dim just after boot up.

Specs: Windows 7
Every tool available in windows to fix it is disabled, the brightness slider, the hotkey (Fn) ability. I've even downloaded my original drivers, and updated them with winzip driver updater. I am running windows 7 pro on a Dell Lattitude E6440. The microsoft website is doing nothing to help. They just say that win 7 is no longer supported, but they show how to fix the problem in win 10. The crazy thing that happened to me besides the screen dimming is the audio has been forcefully removed and locked so I have no access to any of it, also my installer for downloads has been removed. Mysteriously that service has been restored. I guess windows doesn't want it to be that obvious. When I updated my video it immediately helped until I restarted then it happened again. This tells me that microsoft has put a lock on my stuff to force me to upgrade to win 10. When I went to the mocrosoft website there are many problems just like this.
If you read the policy update from around august you will find out many very interesting things that were all implemented on October 25th. They make sure to warn about that date for some reason. My computer started acting up around then. Someone needs to file a complaint against microsoft. One of the major issues they brought up was high speed internet will only be made available to corporations. If you notice how hard it is to get high speed "STABLE" internet, well that is why. THERE IS NO SHORTAGE OF BAMDWIDTH. This is punitive. The elite are being set aside and live by a different set of rules.

The most likely reason for dimming immediately after
(or during) boot is that the brightness is determined by
your power-saving settings. My laptop is set to have a
lower brightness when it is on battery than when it is
plugged in. That is set in the power-saving settings.

What do you mean that the audio has been removed
and locked?

Does the brightness in the daytime or is it only after a certain time in the evening?
