why does my internet keeps dropping

Specs: Windows 7 - service pack 1
i am using windows 7 - on a fairly new hp laptop

i have been trying to install a poker software but it wouldnt load up - on closer look it was not downloading the software - it would seem that the internet keeps dropping the connection but only for a second at a time every few seconds.

i noticed this when trying to use an online chat help desk it kept disconnecting me every 5-10 seconds then re connecting

i have tried everything i can think of, but nothing seems to work, i have tried plugging in the ethernet but i do not think it is the connection to the router, i have used my neighbours internet aswell and the same thing keeps happening

can any one help me - it would really be appreciated

Here is some info that may hold the clue to your problem.

Vista & Windows 7 DNS Cache: Flush, Clear, or Reset

Go into your ip settings and turn off IPV6
IPV4 should be on.
Click on the IPV4 properties and Advanced settings
Remove the check mark beside "Enable LMHOSTS lookup" on the WINS tab and select "Disable NetBIOS over TCP/IP"
