why does an ssl error occur???

Specs: Windows 7, 4.00 GB
whenever i attempt to go on any website i get an "ssl error" screen. it's a windows 7 acer laptop if that info is relevant..
this is what the error says:
Cannot connect to the real mail.google.com

Something is currently interfering with your secure connection to mail.google.com.

Try to reload this page in a few minutes or after switching to a new network. If you have recently connected to a new Wi-Fi network, finish logging in before reloading.

If you were to visit mail.google.com right now, you might share private information with an attacker. To protect your privacy, Chrome will not load the page until it can establish a secure connection to the real mail.google.com.

under technical details it reads:
mail.google.com has asked Chrome to block any certificates with errors, but the certificate that Chrome received during this connection attempt has an error.

Something has changed your Proxy settings.

Infection has enabled proxy.

Start > Control Panel > Internet Options > Connections > LAN settings, untick > Use a proxy server for your LAN. Click OK twice.
Firefox Proxy settings:
Open Firefox, click Tools > Options > Advanced and click the Network Tab.
Under the Connection section click on the Settings... button.
Under Configure Proxies to Access the Internet, check No proxy. This is the default option if you don't use a proxy.
Click OK... then click OK again.
Close Firefox and Restart the computer.

Download OTL, save & run from your Desktop. If your default download location is not the Desktop, drag it out of it's location onto the Desktop.

Double click the OTL icon to start the tool. (Note: If you are running on Vista or Windows 7 accept UAC alert)
1: When the window appears, underneath Output at the top, make sure Standard output is selected.
2: Select Scan all users
3: Change Drivers to All
4: Under the Extra Registry section, check Use SafeList
5: In the lower right corner, checkmark "LOP Check" and checkmark "Purity Check".
6: Click Run Scan and let the program run uninterrupted.

When the scan is complete, two text files will be created on your Desktop
OTL.Txt <- this one will be opened
Extras.txt <- this one will be minimized
