You never want to give a user admin rights. Every user at all times should be on a standard user account. When needed you can then run as "runas" and administrator.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

What is the user name?
It may have something to do with the way it was created.

If you are not an administrator you can't change account settings.
