why can I only receive emails on windows live

Specs: Windows 64
I have windows 7 on my laptop and although I can send and receive emails with my server I can only receive emails on windows live. When I try and send one it fails and stays in the out box

Maybe your out going mail (SMTP) has the wrong number. You didn't say who
you had Internet Service with.
Are you using POP 3 or IMAP ?
You will have to get the (SMTP) Number from your Internet Service Provider.
Maybe they have the install on the Internet, I know AOL provides this information.
In Windows Live Mail - right click your address - properties - Advanced Tab -
This gives the routing numbers.
The Server Tab gives weather your using POP 3 or IMAP

Thanks for the reply. I am with talktalk and when I looked in the account box it said the out going messages went via stmp.talktalk.net. I wouldn't know if this is correct or not

Are you in UK?
I went to webmail.talktalk.net and than broadband and that led me to UK.
If you have talktalk Internet you will have to contact them.
At webmail.talktalk.net on your lower right you can click - Contact them.
the SMTP.talktalk.net looks OK but I wouldn't know.
You need to check your Outgoing Number. If it's wrong, your mail won't go.
