Specs: Windows 7, Core Duo 2,58 GHZ /2GB
after xx minutes of inactivity set in Power Options what happens to the programs running? If I am downloading something or format an external disk for example?
I have the impression that they stop working...

The computer will not go to sleep if it's active.

What is the definition of Idle on windows:

Generally:
The computer is considered to be "idle" by Windows if there has not been user interaction via the mouse or keyboard for a given time and if the hard drives and processors have been idle more than 90% of that time.

However applications may prevent windows from going to sleep mode.

So it depends on your application if the "idle" condition is met or if it prevents the Sleep mode.

To prevent the computer from automatically going to sleep mode, you need to adjust some options.
Go to Power Options in control panel: Control Panel > Hardware and Sound > Power Options
Select the "Put the computer to sleep" value to Never in both on battery and plugged in.
