when trying to cut CD or DVD with nero 6 it returns scsi missing, operating system windows 7

Windows 7 doesn't support Nero 6. Also, all burner software must first identify the optical drive. Sounds like if you have somehow gotten Nero installed under Windows 7 that Nero isn't recognizing your SATA hard or optical drive or both.

Are you running Nero in a compatibility mode? If so, you may need to supply SATA drivers for the version of Windows you are emulating.

The commonly used term to record an optical disk to to "burn" it, not cut it.

Windows 7 has some ability to burn both CD & DVD media natively. Or you can download on of the free burning programs that are compatible with Windows 7.
