Specs: Windows 7
When I try to download anything it freezes and all repairs seem to involve downloading files which I cannot do?

Well it depends on what is causing the issue. If its a malware you are trying to fix, you could attempt to use safe mode with networking to try and download. You could also attempt to start internet explorer without addons(right click the icon) and try.

if possible can you reply with what needs to be fixed, and there may be an easy answer from there.

Next time you download, instead of using Run use Save. This will split the download and install into their two parts so that we can better understand what is happening. Let us know if the problem is during the download part or when you double click the saved file to install the program.

Also let us know what you are downloading (give the link).

In my opinion Saving the file is always the better option.

Firstly... Just to comment on a specific: "all repairs seem to involve downloading files which I cannot do".

There's a 99.9% chance that any such 'fix' you download, is from a rogue site.
For example: registry fix/repair. dll fix etc etc. Avoid suchlike.
For peace of mind, I'd run a full antivirus scan, then a scan with, say, the free version of Malwarebytes (if you can download it).

What are you trying to download? Is it all downloads no matter what type of file/programme?

Maybe try an alternative browser to download.
It may help eliminate your current browser (whatever you use) and give us something to build upon.

... and further to Peet100 above. If you can't download MalwareBytes then you could do it on another computer, saving the file to a flash (pen) drive. Then you can transfer the file to this computer and double click it to install it. If that backfires you might have some serious Malware to deal with.
