After considerable review of the errors that I was getting, the answer that IT decided was right was:
* Re-image the laptop because my registry was so badly corrupted that the VPN system couldn't stay connected after it had properly verified at both sides.

Thank you, pip22, but I wanted to know what the VPN Service was, not the VPN. The error message seemed to be referring to something specific from Nortel's VPN and it appears it was because my registry was so corrupted (by something) that the "VPN service" would not stay operational (no icon in the system tray and no way to determine what happened to my VPN connection after successful verification). The error message is obscure.
My IT department, after some investigation into my system, mentioned something about the "COM Hive"(?) being corrupted, and the only solution was to re-image my laptop.
Problem solved.
