Make sure you don't have any external drives plugged in to the PC when booting.

Why would you format to remove a virus? You will lose all your files & then will have to spend time reinstalling Windows, drivers, programs, updates, etc. Create an AV Rescue disc, boot off it, & remove the infection.
Just to clarify - make things a little clearer. Does your computer boot up at all - without the external DVD unit?
Does your computer have an internal DVD unit?
Meanwhile download the Kaspersky Rescue disk; burn it to a dVD; boot teh computer with that DVD. It's free and safe to use.
This is a stand alone antivirus utility. It's based on LINUX; it will load itself into RAM only. Then it will go online to update itself; after-which it will scan the entire hard drive and deal with any pests it finds...
There are many pests, viruses etc.which hide within windows system files and cannot be removed while windows is booted up. Thus one uses something like Kaspersky, Sophos, AVG and other rescue disks.

Your computer is trying to boot from a drive that isn't bootable so either that USB drive isn't bootable or you need to alter its position in the boot order. It's also possible you actually did format your hard drive and it has nothing else in the boot order to boot from.
