Specs: Windows 7
how do i open shs(scrap) files on windows seven? the file was copied from a computer running windows xp.

Not all files are for opening and neither is an shs file. It is just a snippet of information which can be dragged into a document. See here:

I hope you know its origin because scrap files can be a virus or malware.

You should be able to open any file in a hex editor, if you allow a
broad definition of "open".

If there is plain text in a file, you can read it with a plain text editor.
One problem with that is non-text characters can foul up how the
text shows up on the screen. A hex editor will display plain text
without that problem, but in a very klutzy format.
