What cause IE to open two windows in Win 7?

Specs: Windows 7, 1.25GB
When I open IE, two windows open up for the home page. Ie does this in IE8 or IE9. It doesn't happen when using Firefox or Google Chrome.

Welcome to tabbed browsing! With tabbed browsing we can view multiple webpages simply by clicking on the tabs and typing in the website. It also means you can have more than one home page open. You must have two items listed for your home page. If you navigate to the site you want as your only home page, then click the the little "house" icon in IE toobar. It will ask if you want to; "use this as your only home page" or "add to home page". Just select the first one. There are other ways of doing this, this is just one way.

close and restart IE for that to take effect. Also you can achieve this by clicking "tools", then "internet option", the first page that pops up shows what your home pages are, they can also be changed there.
