Weird Windows 7 desktop bug

Specs: Windows 7 64 bit
Just today, my desktop screen started having weird issues. When I get to the desktop, my taskbar (Which I have set to auto-hide) does not appear when I hover the cursor over the usual spot. Oddly enough, when I press CTRL+ALT+DEL, the desktop then returns to normal.

When I'm in a web browser, I am unable to use the scroll wheel as a button as well.

Revert your machine state back to yesterday or day before using System Restore since it just started today.

Unfortunately, I've only had the computer for about a week, so I haven't set up a system restore or backup yet. Think it would be best to just reformat?

System restore should have been active by default, check.
You did not give details on machine but if you have any of the major manufacturers that use a restore partition or restore disk that will revert it back to the day you received it.
Did you activate an antivirus/antispyware program and update it?
You did not go over what settings you modified, did you review them and try other settings?
