Watching videos in Win7 makes laptop hesitate

i just got a dell laptop ,ive had about a month ,i cant watch traing videos or any kind without it stopping and going or it just want play,someone please help

You need a fast internet connection (3Mbit plus) to play online
videos without any stops caused by constant buffering.

This will also be most noticeable during busy periods when
everyone and their grandmother are on the net (usually in the
evening, after work).

As an temporary solution, you can try this:
Click the play button, then shortly after that click the pause button. Minimize the window for a couple of minutes while doing something else. When you reopen it, the buffering may be half way or more through. Clicking play then may allow you to watch all (or most) without any more stops.

Do you refer to on-line videos or is any video playback on the laptop choppy ?
