Virtual PC 2007 is only supported on XP & Vista:

Maybe Oracle VM Virtualbox would be a better choice:

Googling is quicker than waiting for an answer....

You need KB958559 from Microsoft to run Virtual PC on Windows 7. This is the Virtual PC for W7. Then you can install Windows 98 on W7. Virtual PC2007 is not compatible with W7.

Why not get the latest virtualpc for it?

See this link on the page to get the correct one.

"Don’t need XP Mode and want VPC only? Download Windows Virtual PC without Windows XP Mode. "

I have W7 x64 Home Premium and Windows 98SE is installed on it after I installed VPC KB958559 x64. My W98 SE CD was bootable so I experienced no problems installing it. I did not need a floppy diskette drive. Windows 98 Second Edition CD is bootable.

Or you can get a boot disk with cd support online.

I downloaded the KB958559 x64 update. I ran the new virtual pc installed from the update and proceeded to install windows 98 se but it still doesnt work. It just crashes at the windows 98 logo like before. I am not sure why if suatcini can get it to work. I had success with a program called parallel workstation it was fast and stable and I actually found Oracle VirtualBox to be very slow. I need to try and get virtual pc to work though.

I got it working. Sometimes it crashes, I then get the safe menu, I change to normal mode then it boots to desktop. Its a bit temperamental so I will just keep using hibernate mode but at least i got it working. Thanks for the help.
