Video goes black when I plug in my Dell's DVI cable?

Specs: Windows 7
Recently I had to replace the power plug for our eight year old Dell Xp system.I think a power surge messed It up. So we replaceed the power plug, everything appears to be working then the cursor freezes so I restart the system.When It restarts there's no video.While I'm checking connections I figured I'd unplug the DVI cable from the back and suddenly I've got video but no sound.Every time I plug in the DVI cable I lose the monitor's video.We thought maybe the DVI cable was bad so we bought a new one.Installed that and every thing seemed to work properly until my wife re-hooked up the WiFi router.then cursor stopped working again.Restarted the system and the same problems are now happening with the new DVI cable.Un-hooked you get video but no sound, hooked up you get no video.I'm at a loss as to what to do and we are up to our eye balls in bills because of my cancer treatments ectra.Please can some one help us out! Ohhh by the way It was a Windows XP media OS but 6 months ago I rebuilt the OS to Windows Ultimate 7.

Please clarify. Your DVI cable is your video source for your monitor, so how can you have video once you unplug your DVI video cable??? IF you have more than one video cable between the computer and the monitor (DVI & VGA or DVI & HDMI, etc.) then you are causing your own problems since you can only use one (per monitor). Please explain....

You have to be a little bit crazy to keep you from going insane.
