What video card are you using? Is this a 64 bit OS? Did you check if all hardware is compatible with Windows 7?
Whenever you install an OS in a computer you should have all necessary drivers (or at least know where you can obtain them) before beginning the install.

If this is the built in video on the motherboard, or the card came with the computer, them go to Dell's website and download all of the drivers for your system that are windows 7 compatible (motherboard, video, NIC, etc.). If they do not have any listed as Windows 7, you can TRY Vista drivers, but they do not always work, or they may work, but may have a problem down the road after some future windows update.
If you can get the motherboard (chipset, USB, NIC, etc.) to operate satisfactorily but not the video, you may need to purchase a video card that IS Windows 7 compatible.

You have to be a little bit crazy to keep you from going insane.
