VGA Card is not working

Specs: Windows 7 Ultimate, E2180 @ 2.00 GHz/ 3.00 GB
Recently i have purchased a new Graphics Card of MSI R5450. Fitted in my comp in the slot and connected the monitor to the card output of D-Sub port, but screen was blank and showing "No Signal". I checked the card in my friends comp, found it is working in their comp. The comp configuration was same in all of us except the RAM and Hard disk capacity, which is higher in my comp. I also treid by enabling the PCI Bus slot in BIOS but nothing was happened.
My Computer configuration is:
Windows 7 Ultimate Service Pack 1
Intel Pentium Dual CPU E2180 @ 2.00GHz 2.00 GHz
RAM : 3.00 GB
Mother board : MS 7267 (MSI)
BIOS type : AMI BIOS dtae : 21 Jun 2007
Chipset : Intel 2770 rev 2

You might have a bad PCIe slot, try a borrowed card to see if it works with that.

You have to be a little bit crazy to keep you from going insane.
