USB storage devices no longer recognized

Specs: Windows 7
I have been dealing with a problem for some weeks now. My laptop(HP Pavillion DV5000) does not recognize any external storage device anymore unless I uninstall the USB 2.0. The drawback of this is all my external devices are now working with usb1.1.
Is there any way to solve this problem?
Im running win 7 professional and I have already formatted my hard drive twice and even changed it against a new one.

I don't have a positive solution. Click Start - All Programs - Recovery Manager -
Click Recovery Manager again - Hardware Driver Reinstallation - Next -
Lsi USB 2.0 Soft Modem - next - and follow instructions.
Run Error Checking
Error Checking- CD not needed
Start - Computer - right click local disk (C) - properties - Tools Tab -
Error checking section - Check now - check mark both boxes - Start -
This requires a restart to begin.

when you remove the usb devices in device make sure you check the remove drivers box, then download the newest drivers for your machine, or revert to the original drivers from the disk.
